Presidential Strategy and Budget Presidency made a presentation to the Parliamentary Committee on Equal Opportunities for Women and Men on Budgeting Responsible to Equal Opportunities for Women and Men in the 2020 budget.
Within the scope of the reform, "Women's Empowerment" program was determined. The program consisted of the sub-headings "Combating discrimination and violence against women" and improving the social status of women and ensuring equal opportunities.
The program budget system included key indicators to measure progress in services and to generate data at national or international level. The Ministry of Family, Labor and Social Services set the key indicators as "women's labor force participation rate" and "women's higher education enrollment rate", and the Ministry of Health "maternal mortality rate" as the key indicator.
It is envisaged that 2020 Budgeting Responsible to Equal Opportunities for Men and Women will be included in the budget cycle during the preparation and implementation of the budget and that some of the sub-program objectives will be monitored with indicators to monitor equality of opportunity for women and men. In order to increase efficiency in achieving equality of opportunity between women and men, the Presidency Strategy and Budget Presidency should take into account the needs and priorities of women and men, to determine how public services affect women and men, and to develop indicators to measure women's empowerment. administrations were asked to include as much as possible the indicators for monitoring equality of opportunity between women and men. Through these indicators, it is aimed to monitor how men and women are affected by the expenditures made by the administrations.

Within the scope of the “Women's Empowerment” program for the Ministry of Family, Labor and Social Services, indicators for combating discrimination and violence against women were also identified. Accordingly, the number of women's guesthouses, the number of women staying in women's guesthouses, the number of violence prevention and monitoring centers, the number of people participating in awareness activities within the scope of the fight against discrimination and violence against women will be monitored by the Ministry of Family, Labor and Social Services and the developments will be shared with the public.
Program Budget, which was prepared to increase transparency and accountability in the budget and which would enable the development of the Budgeting Approach Responsible to Equal Opportunities for Women and Men, was prepared in line with the Program Budget in 2020 as the first step of transition to the system. The central government budget of 2021 will be prepared and implemented in accordance with the Program Budget.
Responsive Budgeting in Turkey within the scope of the Equal Opportunities for Women and Men who were listed as follows:
"Since 2016, practices and policies for women have been included in the Budget Rationale. Women who have passed away regularly receive monthly cash assistance of 275 Turkish Liras. The resource allocated for this purpose was determined as 430 million TL. In the budget of the Ministry of Family, Labor and Social Services, approximately 235 million TL for the expenses of women's guesthouses, 102.3 million TL for the expenses of violence prevention and monitoring centers, 3.6 million TL for the accommodation provided to the victims of violence. Cancer screening of women is done free of charge in Ministry of Health Cancer Early Diagnosis, Screening and Training Centers. The Ministry of Trade carries out studies on organizing women under a cooperative roof in order to increase their entrepreneurial capabilities. KOSGEB provides additional 20 percent support to new women entrepreneurs with the aim of increasing and expanding women entrepreneurship. The GAP Regional Development Administration plans to provide 8 million TL in financial support to the Multi-Purpose Community Centers Project, which is conducted to increase women's employment and women's entrepreneurship and to contribute to equal opportunities by empowering women. Conditional cash transfers continue to ensure that girls continue their education and have regular health checks. In order to increase female employment, employer premium incentive is applied."
