Speaking at the meeting organized by the Confederations, Memur-Sen Confederation Chairman Ali Yalçın spoke about contracted employment, which causes great grievances in the public. Yalçın noted that contracted employment should be terminated as soon as possible and that public servants should be reinstated. Stating that the subject of additional indicators and contracted employees are two important topics for working life, Yalçın said, “According to the decision we made in the collective agreement, two important issues will be studied in depth and concluded in 2022. Facts and reasons prove our justification in our insistence on contracted to staff. The field of employment, where employment diversifies, such as permanent-temporary contracted-indefinite contracted-with 5393, IHS employees, has turned into 39 separate legislations, giving an alarm in terms of labor peace. This area has to be recovered and the inner peace and work peace of the employee must be ensured.”
CONTRACTUAL EMPLOYMENT IS NOT SUSTAINABLE
Yalçın underlined that contracted employment started as an exceptional practice but has become a norm at the point reached, and added, “There are religious officials in the same mosque with different rights as regular-temporary contracted-indefinitely contracted-honorary. In the same service in the hospital, there are different types of nurse employment, including regular-temporary contracted-indefinitely contracted-deputy. This picture is neither manageable nor sustainable.”
WHEN MANAGEMENT IS CHANGED IT DAMAGES CONTRACTED PERSONNEL
Reminding that the contracted personnel suffered the most in the municipalities whose management changed after the local elections held on March 31, 2019, Yalçın said, “There are contracted as 5393 personnel in the municipality. When the president changed in the local government, the contracted personnel is at the end of the rope. In two lines of writing, it is said, ‘Your job has been terminated due to the need’, and the bread is taken and placed in front of the door. We have friends that we have returned to their jobs, there are those whose litigation process continues. Unfortunately, we have friends who killed themselves because they lost their jobs. To solve this problem, we will do whatever we can.”
WORK MUST BE STARTED IMMEDIATELY
Stating that the work on contracted personnels should be started as soon as possible, Yalçın called on the Ministry of Labor and added, “As a social partner with the Ministry, we will work and complete this issue and present it to the political will for legal regulation, in accordance with the provision we have taken in our collective agreement. We insist that steps to be taken on time without spreading it over time. The ministry should announce the start date of the work as soon as possible.”
