200 billion TL increased: 493 billion TL borrowing authority given to the Treasury!

The bag bill on the economy, which was at the center of the debates in the Turkish Grand National Assembly (TBMM), was accepted by the commission.

The commission phase of the bag bill on the economy, which is at the center of the debates in the Turkish Grand National Assembly (TBMM), has been completed. In the said proposal, all debts of Petroleum Pipeline Corporation (BOTAŞ) to the Treasury will be considered against its receivables. During the privatization period, 5 installments will be brought to the electricity bill debts transferred to Turkish Electricity Distribution Corporation (TEDAŞ). In the proposal, it is expected that the percentage quota for unions and the privatization of ports will be changed in the General Assembly. In addition, the clause allowing mining in olive groves was removed from the proposal. With the proposal, a temporary article was added to the Law on Regulation of Public Finance and Debt Management. Accordingly, 200 billion Turkish Liras (TL) will be added to the borrowing authority of the Ministry of Treasury and Finance. Thus, the borrowing authority from 293 billion TL increases to 493 billion TL. According to the proposal, BOTAŞ's debts consisting of all kinds of unpaid taxes, funds and shares, administrative fines, late fees and delay interests affliated to them, will be written off against its assignment fee receivables from the Treasury and deleted. 
 

PORTS AGREEMENT TO BE EXTENDED FOR ANOTHER 49 YEARS 

 
With the proposal, the terms of contracts with a duration of less than 49 years, signed as a result of the privatization of some ports belonging to the Turkish Maritime Corporation and the General Directorate of State Railways of the Republic of Turkey, by granting the operating rights or by transfer, will be extended up to 49 years. In order to be able to sign an additional contract, the operating companies must fully fulfill all their financial obligations arising from the contract giving rise to the operating right and waive the lawsuits filed arising from the contract giving rise to the operating right. 
 

2 PERCENT MEMBERS QUOTA TO THE UNIONS 

 
With the proposal, collective bargaining support will be provided to public servants who are members of public servants' unions and whose monthly or salary membership fee is deducted, in January, April, July and October, in the amount to be found by multiplying the 750 indicator number with their monthly or wages by the civil servant monthly coefficient. On the other hand, in January, April, July and October, a collective agreement bonus in the amount to be determined by the collective agreement will be paid to the public servants who are members of public servants unions who have registered more than 2 percent of the public servants working in their service branch of board, and whose monthly or salary membership fee has been deducted.
